Despite opposition from residents and public officials, 18 acres of forest wetlands near Staten Island's north shore will be turned into a BJ's Wholesale Club, a gas station and a parking lot. Gothamist reports that the state has said it will issue a permit to allow the land's owner, real estate magnate Charles Alpert (operating as holding company Josif A. LLC), to destroy what activists say is an invaluable natural storm barrier in order for the project to move forward.

Reports find open space falls short of key goals in Bushwick, Long Island City, and part of Staten Island

New Yorkers for Parks has released three new Open Space Index reports, a series of in-depth “neighborhood snapshots” of parks and open space in Staten Island's Bay Street Corridor, Bushwick, and Long Island City. According to the reports, the Bay Street Corridor failed 11 of 14 open space goals, Bushwick failed 12 of 14, and Long Island City failed 11 of 14. The goals factor in characteristics including the total amount of open space, access, tree canopy, and overall maintenance. According to the City’s own standards, all of the neighborhoods lack sufficient open space and what does exist is often hard to get to or improperly maintained.

LPC approves Bjarke Ingels’ plan for a rooftop addition at a Brooklyn Heights landmark

The Landmarks Preservation Commission on Tuesday approved plans from starchitect Bjarke Ingels to build a rooftop addition at a landmarked building in Brooklyn Heights. As part of a penthouse renovation of the 29th and 30th floors of the St. George Tower at 111 Hicks Street, Ingels would construct a fake water tower to hold a new elevator shaft, raise the roof deck, and add a pool. As first reported by Brownstoner, the Danish architect, whose firm is known for New York City projects like The Eleventh and the Spiral, presented his plan to the commission as a personal project. "I have a massive self-interest because I hope to make it my home," he said.

City Council approves Staten Island’s Bay Street Corridor rezoning with 1,800 new residential units

The New York City Council voted 44-2 to approve Staten Island's Bay Street Corridor Rezoning plan Wednesday, SILive reports. As 6sqft previously reported, the city proposed to convert the area between Tompkinsville Park and Tappan Park from manufacturing to residential while constructing 1,800 new units that would house 6,500 residents in the area. About a quarter of the new residences would be income-restricted affordable housing through the city’s Mandatory Inclusionary Housing (MIH) program. The rezoning plan has drawn opposition from some community groups and Borough President Jimmy Oddo on the grounds that it would add to the area's traffic and transportation woes.

Staten Island’s New York Wheel may get its turn after all

The fabled and forsaken New York Wheel, Staten Island's ill-fated answer to the Eiffel Tower, may be getting yet another chance. Last October it was announced that the 630-foot would-be world’s tallest Ferris wheel, anchoring the borough’s North Shore, was a no-go, mired in years of court battles and pay disputes. Now, NY1 reports, plans for a scaled-down version of the wheel may be back on the table. The city's Economic Development Corporation (EDC), who set the original wheel idea in motion, is meeting with a new developer about the possibility of a smaller wheel.

LPC calendars six sites linked to New York City’s LGBT history for possible landmark status

The city's Landmarks Preservation Commission voted on Tuesday to calendar six individual sites related to the history of the lesbian, gay, bisexual and transgender (LGBT) community in New York City. The proposed landmarks highlight both groups and individuals who have advanced the LGBT rights movement by providing structure for community and political support, as well as raising public awareness. The commission's decision to calendar the sites comes ahead of next month's 50th anniversary of the Stonewall uprising and NYC's annual Pride celebration. LPC Chair Sarah Carroll said on Tuesday a public hearing to discuss the sites will be held June 4.

Following a unanimous New York City Council vote back in December, The Wu-Tang Clan was made a permanent part of New York City on Saturday when the Park Hill neighborhood of Staten Island was renamed The Wu-Tang Clan District. As CNN first reported, city officials, fans, community members, and several Wu-Tang members gathered for the unveiling of the new street sign—located at the corner of Targee Street and Vanderbilt Avenue, where the music video for "Can It All Be So Simple" was filmed—that makes it official. "I never saw this day coming," Ghostface Killah said in a speech at the event. "I knew we were some ill MCs, but I didn't know that it'd take it this far."

NYC still has no plan for vacant New York Wheel site, six months after project was terminated

The city has not put forth a plan for the vacant Staten Island site of the New York Wheel, a project which was called off last year after nearly a decade of planning. According to the Staten Island Advance, the city's Economic Development Corporation, which oversees the property, has not released any request for proposals for the site. Construction of the project, sold as the world's tallest Ferris wheel, was halted two years ago when the contractor walked off site over unpaid bills. Last October, with $450 million already invested, the project was called off.

Staten Island’s Bay Street Corridor rezoning proposal moves forward

Update 4/23/19: The City Planning Commission voted on Monday to approve the Bay Street Corridor rezoning plan, despite opposition from Staten Island Borough President Jimmy Oddo and local community groups, City Limits reported. As the plan now goes in front of the City Council, housing advocates will continue to push for the rezoning to include deeply affordable units. The City Planning Commission will vote Monday on the rezoning proposal for Staten Island's Bay Street Corridor, an area between Tompkinsville Park and Tappan Park. Ahead of the agency's vote, questions remain about the plan's affordable housing portion, expected to bring 1,800 new residential units to the area. According to a report from Clifford Michel of THE CITY, the rezoning sets aside affordable housing for middle-class professionals, allowing developers to build units for households earning as much as $127,000 per year for a family of three. Based on that income requirement, the "affordable" apartments would rent for more than $3,000 per month.

We've heard it before, but it's always a shock to hear about how the city’s tax system undervalues big-ticket apartments in expensive neighborhoods. The Wall Street Journal reports that the effective tax rate on billionaire hedge funder Ken Griffin’s sky mansion at 220 Central Park South comes out to about 0.22 percent–compared with about one percent in the city's less affluent neighborhoods. The reasoning behind this is tied to a complicated city property tax system that assesses all co-ops and condos as if they were rental properties. Rental income at nearby buildings is assessed in order to estimate a condo's value.

Staten Island Levee project secures funding, will move forward

Mayor Bill de Blasio, Governor Andrew M. Cuomo, United States Senate Minority Leader Charles Schumer, and United States Congressman Max Rose announced today that funding has been secured for the Staten Island Levee project. The news gives the green light for the U.S. Army Corps of Engineers (USACE) to build a long-awaited 5.3 mile sea wall that would protect waterfront communities in Staten Island from future storms.

Staten Island, Coney Island to be added to NYC Ferry system

The city will launch two new ferry routes by 2021, Mayor Bill de Blasio announced Thursday during his State of the City address. Staten Island and Coney Island will be added to the NYC Ferry system, providing a much faster commute to Manhattan for outer-borough New Yorkers. "It shouldn't be this hard to get around in the greatest city in the world," de Blasio said. "And so we’re giving people more and better options." With the addition of the Staten Island route, all five boroughs will be a part of the NYC Ferry system by next year.

Scraps from ill-fated New York Wheel will go up for auction next month

The project to build the would-be world's tallest Ferris wheel in Staten Island was called off in October, after nearly a decade of delays and $450 million in investment. While the proposed 630-foot New York Wheel is officially dead, parts of the ill-fated attraction will go up for auction next month, the New York Post reported. Items up for sale include the wheel's legs, valued at $9.2 million, and drive towers, for $3.3 million.

With $450M invested, Staten Island’s New York Wheel is a no go

Staten Island’s New York Wheel project, SIAdvance reports, is dead. Cristyne Nicholas, a spokesperson for the project, has announced that the would-be world’s tallest Ferris wheel, dreamed up to anchor the redevelopment of the borough’s North Shore, will never be a reality. “After years of planning, the developers of The New York Wheel announce, with great disappointment, that the dream of building a world class attraction in Staten Island will unfortunately not come to fruition," Nicholas said. Construction on the privately-funded project that has been in the works for over half a decade was halted in May of 2017. $450 million had already been invested in the 630-foot Ferris wheel, which was originally scheduled to open in October of 2016. The total cost of the project was estimated at nearly $1 billion.

Update 9/7/18: The de Blasio administration on Thursday said the city will not provide any funds to help finish the New York Wheel, NY1 reported. According to an official from NYCEDC, “public funds are too scarce and valuable to be leveraged for this venture.” The New York Wheel has until Sept. 11 to determine whether its project can continue.

The New York Wheel, a project plagued by years of delays and legal battles, has one week to recommence construction or work on the Staten Island job will stop. In May, developers were given 120 days, by Sept. 5, to find funding and a new contractor for the 630-foot Ferris wheel. In court papers filed Tuesday, the New York Wheel asked for a one-week extension, until Sept. 11, to find ways to restart construction, Staten Island Advance reported.

Uber is bringing dockless, electric bikes to the Bronx, Rockaways, and Staten Island

In May, 6sqft reported that outer-borough neighborhoods underserved by Citi Bike would get dockless bike-share programs this summer. On Tuesday, the city’s pilot officially kicked off in the Rockaways, the area around Fordham University in the Bronx, and the North Shore of Staten Island, and to make things more exciting, the city is also offering electric bikes (h/t NY Times). The Uber-owned Jump Bikes is providing dockless electric bikes that can reach speeds of up to 20 miles per hour with little user effort. The bikes will cost only a dollar or two and can be reserved and paid for in the Uber app.

New York Wheel has four months to find funding to restart work

"[We are] committed to the completion of the project, which is the centerpiece of a Staten Island redevelopment project. This settlement will allow New York Wheel the opportunity to finalize its financing arrangements and re-commence the construction and completion of the Wheel," the New York Wheel said in a statement responding to a bankruptcy court stipulation that gives the project 120 days to find the required funds and hire a new contractor (h/t SI Advance). This comes after the project's design team walked off the job last June amidst a "bitter pay dispute" with the developer. The 630-foot Ferris wheel has been plagued by cost overruns and delays from the beginning, so if they're not able to get things back on track by September 5th, it could mean the end of what was planned to be a major revenue generator and attraction for Staten Island.

Retail giant Target announced on Tuesday that it will bring three new Target stores to New York City, further expanding its footprint in the Big Apple. The new stores, planned for the Upper East Side, Astoria and Staten Island, will be "small format," tailored to the needs of shoppers in urban areas (h/t NBC). In a statement, Mark Schindele, a senior vice president of Target's properties, said: "All three of these new stores will offer the best of Target in that borough, yet curate the assortment to meet the needs and preferences of the nearby community."

First look at Riverside Galleria, huge retail development headed to Staten Island

Though the New York Wheel may be stalled, there are plenty of other large-scale projects moving ahead on Staten Island. In addition to a bevy of new residential developments like Urby and Lighthouse Point, Governor Cuomo recently announced a $151 million plan to build an elevated promenade to improve the east shores' coastal resiliency and just last month the city awarded a $23 million contract for construction of Freshkills Park's first major section. Now, Yimby has uncovered details and renderings for the borough's latest--a nearly 600,000-square-foot retail center headed to the south shore area of Charleston. Designed by Studio V Architecture and known as Riverside Galleria, the complex will not only have plenty of shopping but a supermarket, restaurants, a dine-in cinema, green roofs, a waterfront park, and a series of elevated walkways.

The effort to turn Fresh Kills Landfill into a verdant and vibrant destination for wildlife and outdoor recreation received a huge boost on Monday (h/t DNA Info) as the city awarded a $22.9 million contract for the construction of the first major section of Freshkills Park. Up until now, the swath of Staten Island land—covering 2,200 acres of former dumping ground that has since undergone nearly two decades of remediation—has remained closed to the public, save for a few times a year when select areas are opened for "Discovery Days" that introduce visitors to the terrain and events that will eventually become mainstays of Freshkills when it is completed in 2036.
