He also promoted biking or walking to work (despite the fact that the latter is not a feasible option for most), telecommuting, and avoiding crowded subway cars.

New York implements ‘cancel for any reason’ travel policies amid coronavirus outbreak

The night before declaring a State of Emergency in New York State, Governor Cuomo announced that travel agents and travel insurers will offer "cancel for any reason" travel policies, joined by six global and national insurance companies. According to a press release, the Department of Financial Services (DFS) put in place this action "to provide reassurance to New York businesses and residents who are seeking to make plans that may involve travel to locations that are not currently under travel advisories due to COVID-19."

By Friday, NYC will be able to get coronavirus test results in just hours

Governor Andrew M. Cuomo today announced at a briefing on the novel coronavirus (COVID-19) in midtown Manhattan that the Wadsworth Center–a research-intensive public health laboratory located inside the State Department of Health–is partnering with hospitals to expand testing capacity to 1,000 tests a day statewide. Upon receipt of lab specimens, the Wadsworth Center can complete testing within three to five hours. The announcement followed Sunday's news that one person's test in New York came back with positive results.

Williamsburg park to be renamed after LGBTQ advocate Marsha P. Johnson

Brooklyn's East River State Park will be renamed after black transgender rights activist Marsha P. Johnson, Gov. Andrew Cuomo announced on Saturday. The park, located on the waterfront in Williamsburg and known for hosting outdoor market Smorgasburg, will become the first state park that honors a member of the LGBTQ community. Johnson, who passed away in 1992, played a significant role in the Stonewall Uprising and helped found the advocacy group the Gay Liberation Front.

As part of this larger hate crime anti-terrorism act, the Governor has directed the Battery Park City Authority to develop an expansion plan for the Museum of Jewish Heritage – A Living Memorial to the Holocaust so that it will become a "learning destination for school children across the state."

Cuomo revives plan to overhaul Penn Station and create new Empire Station Complex

Gov. Andrew Cuomo is returning to one of his favorite infrastructure proposals: the overhaul of Penn Station. During an event on Monday hosted by the Association for a Better New York, the governor announced plans to build the Empire Station Complex, a station that would link a modernized Penn Station, the soon-to-be-open Moynihan Train Hall, and a new terminal one block south of the existing site. The plan, first introduced by the governor in 2016, would add eight new tracks and increase train capacity by 40 percent at the station, which currently serves more than 650,000 passengers each day.

Construction of World Trade Center’s St. Nicholas Shrine will resume

It's been more than two years since reconstruction work on the St. Nicholas Greek Orthodox Church at the World Trade Center stopped due to lack of funding, but the project is finally set to resume. On Thursday, Governor Andrew Cuomo announced plans to form a new non-profit organization with an independent 13-member board—the Friends of St. Nicholas—who will oversee the remaining construction. The expected opening is slated for 2022.

Cuomo vetoes bill to legalize e-bikes despite overwhelming support

Gov. Andrew Cuomo on Thursday vetoed a bill that would have legalized electric bikes and scooters, despite overwhelming support from lawmakers and advocacy groups. Approved by Albany in June, the bill legalized e-bikes and e-scooters, capping their speeds at 25 and 20 miles per hour, respectively, for riders aged 16 years and older. But Cuomo said the bill, sponsored by Assembly Member Nily Rozic and State Sen. Jessica Ramos, left out safety measures he had sought.

Cuomo revives proposal for high-speed rail in New York

Gov. Andrew Cuomo on Thursday revived a decades-long proposal to bring high-speed rail to New York. As part of his 2020 State of the State agenda, the governor said he will convene a group of experts to "reexamine and rethink strategies" to connect New York City with cities across New York. Despite being called a priority of New York leaders for decades, including former Gov. Mario Cuomo in the 1990s, the high-speed rail proposal has failed to materialize due to exorbitant costs and logistical issues.

MTA approves $17B budget that includes controversial addition of 500 more subway cops

When the MTA unveiled its proposed $17 billion 2020 budget and four-year financial plan in November, one of the biggest takeaways was a proposal conceived by Governor Cuomo to increase the number of MTA police officers in subway stations by 500--a 20 percent increase--over the next four years. Though he said it was necessary to address "quality of life" issues such as homelessness, panhandling, and fare evasion, those in opposition pointed to its $249 million price tag, which will only add to the MTA's projected operating deficit of $433 million by 2023. In the lead up to the plan being approved yesterday, elected officials also expressed concern over how the plan will affect low-income New Yorkers. "Arresting hard-working people who cannot afford a $2.75 fare is, in effect the criminalization of poverty," wrote Rep. Alexandria Ocasio-Cortez in a letter to the Governor.

A 266-unit affordable senior housing complex with focus on health and wellness to open in Brooklyn

A medical center in Brooklyn will be developed into a mixed-use complex with affordable housing, on-site counseling service, fitness programs, and integrated health care. Gov. Andrew Cuomo announced last week plans to transform the current Kingsbrook Jewish Medical Center North Campus, located between Prospect Lefferts Gardens and East Flatbush, into Kingsbrook Estate, a three-building development with 266 units of affordable housing. Designed by Dattner Architects in collaboration with landscape architecture firm terrain, the development falls under the state's Vital Brooklyn plan, created in 2017 to bring more housing and jobs to the Central Brooklyn area.

State recognizes TWA Hotel as historic site, nominates two other NYC buildings

The state last week awarded ten projects with historic preservation awards, and nominated a dozen other sites to be nominated for the state and national historic places registers. Gov. Andrew Cuomo and the Office of Parks, Recreation and Historic Preservation recognized the TWA Hotel at JFK Airport for its preservation of Eero Saarinen's Trans World Airlines terminal, which serves as the lobby for a new 512-room hotel.

$52M supportive housing complex with health-focused amenities opens in the South Bronx

An affordable housing complex with health and wellness perks officially opened in the South Bronx on Tuesday, after breaking ground more than two years ago. The $52 million building at 111 East 172nd Street in the neighborhood of Mount Eden contains 126 apartments, with 60 of them set aside for those living with mental illness. The units are affordable for households earning 60 percent of the area median income.

First new Delta concourse will open next week at LaGuardia Airport as part of $8B overhaul

It's been nearly a year since the first new gates and concourse opened at LaGuardia Airport, and now the second terminal is opening to passengers, announced Governor Cuomo today. Last year, Terminal B opened to serve Air Canada, American Airlines, Southwest Airlines, and United Airlines, along with a food hall and a plethora of modern amenities. Delta's Terminal C will start serving passengers on Monday, November 4th from one of its four new concourses. Not only will this terminal have floor-to-ceiling views of Citi Field and Flushing Bay, but it will also boast a slew of foodie options and tech-focused designs.

Despite garnering the most votes in a public poll, Mother Frances Cabrini will not be memorialized as part of the She Built NYC program run by First Lady Chirlane McCray. Controversy has followed the decision to not include Cabrini in recent days, with Mayor Bill de Blasio stepping in to suggest she would be a contender in future editions of the program during The Brian Lehrer Show last Friday. Gov. Andrew Cuomo responded by calling the decision an “affront” to the Italian-American community. During Monday's Columbus Day Parade, the governor announced a new state commission that will lead the creation of a separate memorial for Cabrini.

NYPD will now monitor homeless New Yorkers 24/7 at some subway stations: report

The city's police department has launched a new surveillance system to keep an eye on homeless New Yorkers at more than 10 subway stations, THE CITY reported on Thursday. NYPD officers will watch feeds from more than 100 live cameras that show views from stations and platforms in order to respond to "quality-of-life and public safety concerns," the city announced in August. The monitoring program comes as part of a city and state effort to address homelessness in the subways.

Canarsie Tunnel rehab to wrap up early, full L train service expected in April

Repair work of the century-old Canarsie Tunnel will wrap up three months early, bringing full L train service to commuters as early as April, Gov. Andrew Cuomo announced Sunday. The original construction plan from the Metropolitan Transportation Authority called for the subway line to totally shut down for 15 months during the repairs. Last winter, a few months before work was set to begin, the governor stepped in with a new plan that avoided a full shutdown of L train service.

Cuomo breaks ground on Belmont Park arena; see new renderings of Islanders’ future home

In a ground-breaking ceremony that included the New York Islanders, National Hockey League Commissioner Gary Bettman, local leaders and hockey fans, Governor Andrew M. Cuomo this week heralded construction of the New York Islanders' new arena at Belmont Park. The arena will anchor the $1.3 billion Belmont Park redevelopment project that promises to create 10,000 jobs and generate $2.7 billion in economic activity for the region. The new 19,000-seat arena, which will host the hockey team and other events, is part of the governor's effort to transform 43 acres of parking lots into a top destination for sports, hospitality and retail, with a 250-key hotel, a retail village and office and community space to come.

MTA capital plan under scrutiny as Cuomo, transit watchdogs weigh in on top priorities

The MTA's five-year capital spending plan for major system-wide repairs from 2020 to 2024 has been under increasing scrutiny from public transportation watchdog groups, who have asked the MTA to provide more detailed priorities and policy goals for the project. The organizations–including the newly-formed Build Trust Campaign made up of TransitCenter, the Riders Alliance, the Tri-State Transportation Campaign and Reinvent Albany, released a report Monday asking that the MTA and Gov. Andrew Cuomo significantly improve transparency in planning the project and provide a fiscal roadmap to outline the plans for major repairs to the subway, Long Island Rail Road, Metro-North, and the bridges and tunnels that fall under MTA management, Curbed reports. Cuomo also issued a letter to the MTA board Monday outlining his own list of priorities for the Capital Plan.

Gov. Andrew Cuomo and his longtime girlfriend, cookbook author and TV chef Sandra Lee, are selling their four-bedroom country home in Westchester. Lee, who recently denied rumors that the couple had split, told the New York Times that they no longer need the large house because the governor's three daughters are now adults. The four-bedroom home in Mount Kisco sits on a tranquil three acres, which include a pond and gazebo. The pair originally listed the home at the end of May for $2 million, but it's now received a price chop to $1,699,000, according to lohud.

The search is on for the architect or artist who will design the Hurricane Maria Memorial in Battery Park City. Gov. Andrew Cuomo announced plans for the project last September, on the one-year anniversary of Hurricane Maria’s landfall. The tragic event claimed more than 3,000 lives and brought more than 11,000 displaced victims to New York. The memorial will be a way for the city to honor the victims and survivors, as well as the city’s strong connection to Puerto Rico.

Con Ed warns of potential blackouts from impending NYC heat wave

The most recent intel on Saturday's power outage that left the country's densest urban area dark from 72nd Street south to 30th Street is that a burning 13,000-volt cable at a substation near West 65th Street was the culprit, according to the New York Times. Consolidated Edison said Monday that the burning cable shut down the flow of electricity to more than 72,000 Midtown Manhattan customers. And while the blackout wasn't a direct result of an overtaxed grid, the New York Post reports, Con Ed warned Monday that mind-melting temperatures in the 90s expected this weekend–Saturday's 97 degrees will feel like 106–could lead to service outages.

Cuomo announces new LIRR station as part of Belmont Park redevelopment project

Governor Andrew Cuomo has announced plans for a new Long Island Rail Road station to be built as part of the Belmont Park Redevelopment Project, which will provide a home base for the National Hockey League’s New York Islanders. The station will serve the proposed 19,000-seat arena, a 250-room hotel, and a 435,000-square-foot retail complex at the state-owned horseracing venue, as well as local commuters who have long needed more transportation options. Located between the Queens Village and Bellerose stations on the LIRR's Main Line, the station will be the first full-time LIRR station built in 50 years. It's expected to be partially open by 2021—as the Islanders arena opens to the public—and fully operational by 2023.
