500 affordable homes coming to East Harlem 125th Street development

A new addition to East Harlem’s East 125th Street Development will bring nearly 500 affordable homes to the neighborhood. New York City Council Deputy Speaker Diana Ayala announced on Monday the details for 2319 Third Avenue, a mixed-use project with more than 400 affordable rental units and roughly 80 affordable homeownership units. The new building completes a three-phase development, which included the adjacent One East Harlem, a 19-story tower with 400 apartments, more than half of which were designated as affordable, and the Caribbean Cultural Center African Diaspora Institute.

Plans for the building also include roughly 20,000 square feet of local retail space and about 15,000 square feet of cultural facility space for East Harlem organizations.
The Richman Group Development Corp., Bridges Development Group, Monadnock Development LLC, and Hope Community Development Inc., which together form the East Harlem Redevelopment LLC, will develop this phase.
Construction is slated to begin in late 2026 or early 2027.
“This next phase will bring much-needed affordable housing to our community, including affordable homeownership units, as well as job opportunities, locally based cultural space, and needed retail to East Harlem,” Ayala said. “After years of planning, I am very excited and proud to see this next phase come to fruition.”
The three-phase project has been led by the city’s East 125th Street Development Task Force. Established in 2006, the task force shaped the community’s goals for the site, prioritizing affordable housing, economic development, local participation and job creation, and space for arts and culture.
The task force met regularly for nearly a year and held town halls to gather community feedback, which informed a request for proposals (RFP) released by the city’s Economic Development Corporation. In January 2007, the RFP responses were reviewed, and the city and task force selected East Harlem Redevelopment LLC to develop the project.
One East Harlem opened in 2022 with 404 new homes, including 297 permanently affordable units. The project also includes 65,000 square feet of retail space, with 45,000 square feet for Food Bazaar, 10,000 square feet of open space, and 5,000 square feet of cultural space occupied by the Caribbean Cultural Center African Diaspora Institute.
Phase one, at the southeast corner of East 125th Street and Third Avenue, is also complete and includes 49 affordable units and about 5,000 square feet of retail space.
“Announcing the next phase on East 125th Street marks an exciting step forward in advancing the affordable housing investments envisioned in the East Harlem Rezoning and the East Harlem Community Plan,” Ahmed Tigani, acting commissioner of the Department of Housing Preservation and Development, said.
“This milestone will bring approximately 500 new affordable homes, including long awaited homeownership opportunities, to this incredible community, along with cultural and retail spaces that reflect the full breadth, strength, and spirit of East Harlem.”
