Study says Mayor de Blasio’s affordable housing plan ignores low-income New Yorkers

Despite making affordable housing a policy priority, Mayor Bill de Blasio’s plan falls short for the poorest New Yorkers, a new study says. The report, released by the Real Affordability for All (RAFA) coalition last week, says low- and moderate-income households across the city face a worsening affordability crisis (h/t DNAinfo). Although the city’s lowest earners experience the largest gap between incomes and housing costs, de Blasio’s affordable housing plan, which aims to develop or preserve 200,000 affordable units over 10 years, sets aside more units for middle-income households than low-income ones.

Apply for five affordable apartments in East Harlem, from $867/month

Applications are now being accepted for five newly constructed, affordable units at 230 East 124th Street in the Manhattan neighborhood of East Harlem. Located between Third and Second Avenues, the six-floor building features 20 apartments. Qualifying New Yorkers earning 60 percent of the area median income can apply for the units that range from a $867 per month studio to a $1,123 per month two-bedroom.

The Urban Lens: Ash Thayer’s poignant photographs of ’90s Lower East Side squatters

6sqft’s series The Urban Lens invites photographers to share work exploring a theme or a place within New York City. In this installment, Ash Thayer shares intimate punk portraits of Lower East Side squatters from the 1990s. The photos are part of her collection "KILL CITY," which was recently compiled into a book and published under the same name. These days it's difficult to think of the Lower East Side as much more than a destination for bar hopping, rapidly rising rents, and general raucousness, but not that long ago the neighborhood was a place pulsating with community, character, and openness to all walks: including squatters. One such squatter who found solace in this once distinct downtown enclave was photographer Ash Thayer who came to the city in the early '90s to enroll at the School of Visual Arts, but after a series of misfortunes (e.g. a shady landlord who stole her security deposit) found herself homeless. Thayer, however, had always had an affinity with the counterculture community and it didn't take long for the kids of NYC's punk scene to lend her a hand. In 1992, she joined the See Skwat, one of several squats she'd ultimately spend eight years living in and documenting. Ahead, Thayer shares some of her emotional photography from her time at See Skwat, and she speaks to 6sqft about her experience living in what she describes as an "important piece of the unknown history of New York."

6sqft Guide: Everything parents need to know about renting for college-age kids in NYC

Living in a college residence might be fun for a year or two, but most college-age kids eventually want to move out. And who can blame them? After all, who wants to show ID to a security guard every time they arrive home, share a room with a stranger, or eat in a cafeteria night after night? In many smaller college towns, sending your kid first and last month’s rent is more than enough to get them out of residence and into their first apartment. In New York City, it’s a bit more complicated. In most cases, parents need to be directly involved in the housing search and rental process and prepared to come up with a substantial deposit, which can meet or even exceed the money needed to purchase a starter home in many U.S. cities. In order to rent an apartment in New York City, renters typically must come up with first and last month’s rent, a security deposit, and a broker’s fee (the fee is either one month’s rent or anywhere from 10 to 15 percent of the first year’s rent). Also, as a rule, owners and management companies require lease holders to have an established credit history, to make more than 40 times the monthly rent on an annual basis, or to have a guarantor who exceeds these criteria. Citi Bike will add 2,000 bikes and 140 new stations this fall

Since it was first introduced to New York City in 2013, Citi Bike, a bike-share program, has grown from operating 6,000 bikes to a current total of 10,000 bikes in over 600 locations. Looking to expand even further, Citi Bike will add 2,000 bikes and 140 new stations in Long Island City, Astoria, Crown Heights and Prospect Heights. According to Metro, the expansion will begin on Sept. 12 and continue until the end of the year.

In 1894, the first bike lane in America was built on Brooklyn’s Ocean Parkway

While many New Yorkers can be seen trekking through Brooklyn on their bikes today, the borough’s infatuation with cycling actually dates back to the 19th century. On June 15, 1894, Ocean Parkway became the first street in the U.S. to have a designated bike lane. The nearly five-mile stretch of road was designed by Frederick Law Olmsted and Calvert Vaux, the urban planning masterminds behind Central Park and Prospect Park. Originally, their design for Ocean Parkway was to be one of four spokes originating at Prospect Park and spanning across the borough. Today, the road doesn’t actually start at the park but runs parallel to Coney Island Avenue to reach the beach.

Brooklyn politicians want to decriminalize subway turnstile jumping

According to the Daily News, in 2016, roughly 92 percent of persons arrested for fare evasion were people of color, many of whom were also low-income and ended up spending at least one day in jail. With this in mind, State Senator Jesse Hamilton of Crown Heights and Assemblywoman Tremaine Wright of Bed-Stuy, both Democrats, will introduce legislation to decriminalize turnstile jumping cases. Instead of the offense warranting an arrest, misdemeanor charges, and a $100 fine, they propose the MTA's Adjudication Bureau handle it as a civil matter.

The top 10 neighborhoods NYC artists are moving to

According to a new analysis by the Center for an Urban Future (CUF), the number of artists in New York City has grown in almost every discipline, borough and neighborhood between 2000 and 2015. Citywide, the number of artists has increased by an all-time high of 17.4 percent, to 56,268 as of 2015. Since 2000, the Bronx saw the number of visual and performing artists nearly double, to 2,920 from 1,524, while Manhattan saw a decline of 10 percent, from 28,454 artists to 25,650. On the other hand, Brooklyn grew 72 percent to 17,605, Queens grew at 35 percent to 8,726 and Staten Island experienced an 8 percent growth to total 1,367 in 2015.

Redeveloping NYC’s armories: When adaptive reuse and community building bring controversy

Constructed between the 18th and 20th centuries to resemble massive European fortresses and serve as headquarters, housing, and arms storage for state volunteer militia, most of America’s armories that stand today had shed their military affiliations by the later part of the 20th century. Though a number of them did not survive, many of New York City’s historic armories still stand. There’s almost no end to the amount of information you can find out about folks in your neighborhood, from two-legged to four, right down to which streets harbor the biggest poop non-scoopers. Now you can find out what name your neighbor's pet is likely to answer to (h/t Brick Underground): A newly-released official NYC dog name map shows the city's most popular dog names as well as the most common names unique to each neighborhood, based on 2016 registered dog license data.

Brooklyn cheesemongers to open their underground 1850s brewery tunnels for one night

Thirty feet below street level, Benton Brown and Susan Boyle of Crown Finish Caves age their deliciously moldy wares in the lagering tunnels of a former brewery beneath the Monti Building in Crown Heights, where 26,000 pounds of cheese ripens to perfection in one of the facility's 15-foot-high brick tunnels. This weekend Crown Finish is opening up one of the unused former brewery tunnels, seldom seen by the public, to host a cheese-and-wine tasting event to benefit the expansion efforts of Maple Street School, Prospect-Lefferts Gardens' cooperative preschool (h/t DNAInfo).

Governor Cuomo’s $1.4B Central Brooklyn plan stokes gentrification debate

Governor Cuomo announced a $1.4 billion initiative last week to bring resources like health care services and new jobs to Central Brooklyn. According to the governor, the plan, called “Vital Brooklyn,” will bring 7,600 jobs and more than 3,000 new affordable housing units to Brownsville, East New York, Bedford-Stuyvesant and Crown Heights. And while Cuomo’s administration found these neighborhoods to be some of the most disadvantaged in the state, residents worry about the possible gentrification and displacement effects (h/t NY Times).

In black neighborhoods, 74 percent of Airbnb hosts are white

Watchdog group Inside Airbnb released a new report, which shows that across 72 predominantly African-American neighborhoods in New York City, 74 percent of Airbnb hosts are white--a startling figure considering only 14 percent of the total population in these areas is white. As outlined in the Daily News, these white hosts earned $160 million from Airbnb rentals, compared to just $48 million for black hosts.

143 chances to live in Downtown Brooklyn from $897/month, lottery open at 33 Bond Street

A new 25-story rental building in booming Downtown Brooklyn is nearing completion at 33 Bond Street, just a block or two away from almost every subway line and a few blocks from BAM. Developer TF Cornerstone paid $70 million for the site, a former parking garage, in early 2014, partnering with Handel Architects on the rather standard, bulky, glassy design. In total, there will be 714 apartments, 143 of which have been set aside as affordable. These below-market rate units are now up for grabs through the city's affordable housing lottery and range from $897/month studios to $1,166/two-bedrooms for households earning 60 percent of the area median income.

Second to the Bronx, Central Harlem has seen perhaps the most new affordable housing opportunities in the city. The latest is a 40-unit lottery spread across four buildings near Jackie Robinson Park--304 West 152nd Street, 232 West 149th Street, 2797 Frederick Douglass Boulevard, and 2472 Adam Clayton Powell, Jr. Boulevard. The units are available to those earning 50 or 60 percent of the area media income and range from $822/month studios to $1,371/month four-bedrooms.

Live in John Catsimatidis’ curvy Downtown Brooklyn rental tower from $833/month

Way back in 1982, the CEO and owner of Red Apple Group, John Catsimatidis (you may know him better as the billionaire owner of Gristedes or for his failed Republican run in the last mayoral election) paid $500,000 for a 2.5-acre, four-block site in Downtown Brooklyn, on the western edge of Fort Greene. Thirty-five years later, construction is wrapping up on the final, and by far the tallest, of the four-tower development. The curving glass building at 86 Fleet Place was designed by Goldstein, Hill & West and will rise 32 stories/350 feet and house 440 rentals, 29 of which are set aside as affordable and have just come online through the city's affordable housing lottery. They range from $833/month studios to $1,247/month three-bedrooms and are available for those earning 45 to 60 percent of the area media income.
