Image via Pixbay After more than three years into Mayor de Blasio’s $41 billion, 10-year affordable housing initiative, the city announced on Thursday that 24,293 affordable apartments and homes were secured in Fiscal Year 2017. Out of those units, 40 percent were for families earning less than $43,000 a year, with more than 4,014 homes for families of three earning less than $26,000 a year. According to city officials, the mayor’s Housing New York initiative aims to help an estimated half of a million people afford to live in New York City. Despite these promising numbers, the plan still fails New Yorkers with extremely low-income, by making their affordability benchmarks too high.

Dry ice and solar power to be used in city’s $32M rat battle

Mayor Bill de Blasio declared Wednesday that he wanted "more rat corpses" in a $32 million crusade to rid the city's most plagued neighborhoods of the scurrying scourge. The New York Times reports that parts of lower Manhattan, the Bedford-Stuyvesant neighborhood of Brooklyn and the Grand Concourse in the Bronx are the focus of the latest campaign that hopes to reduce the number of rats in those areas by 70 percent by the close of 2018. Among the battle's newly-forged weapons are 336 $7,000 solar-powered rat-proof garbage bins and an EPA-approved–and apparently very effective–method of killing rats in their holes using dry ice.

The city approves rent increases for rent-regulated apartments

Tenants leasing a rent-regulated apartment, buildings built before 1974 with six or more units, will soon see their rents rise for the first time in years. New York City’s Rent Guidelines Board voted to increase rent for regulated apartments on Tuesday, allowing an increase of 1.25 percent for one-year leases and 2 percent on two-year leases, set to begin Oct. 1. As the New York Times reported, the board, which had voted two years in a row to freeze rents, found that a 6.2 percent increase in operating costs for landlords in 2016 warranted this year’s increase.

Rent Guidelines Board expected to vote in favor of rent increases

Photo via Wikimedia Commons Following two years of rent freezes, the city’s Rent Guidelines Board will take a final vote on Tuesday to determine whether or not rents will be increased by at least one percent. Earlier this year in April, the board voted to increase rents by one to three percent for one-year leases and four percent for two-year leases in a preliminary vote. According to the Wall Street Journal, the board released a study that showed landlord costs rose in the past year, a shift that landlords say warrants an increase in rents on new leases that take effect on or after Oct. 1.

De Blasio releases city’s plan to close Rikers, claims it ‘will not be easy’

In April, Mayor de Blasio announced his support of closing the jail complex on Rikers Island after protests and calls from activists and public officials. In a proposal released Thursday, the mayor says closing Rikers will take at least ten years and will require a big decline in the number of inmates there, a drop in crime rates and significant funding. As the New York Times reported, according to the city’s 51-page report, in order to close Rikers within a decade, the population at the complex needs to drop to 5,000. Currently, the daily population is about 9,400, much lower than the average of 20,000 inmates the prison held during the 1990s.

Mayor announces $1.35 billion plan to create 100,000 new jobs with a focus on the city’s middle class

Mayor Bill de Blasio has announced a plan to add 100,000 new jobs to the city's economy over the next 10 years, particularly positions that pay over $50,000 a year, with the intention of shoring up an increasingly hard-to-maintain middle class lifestyle, the Wall Street Journal reports. The city would contribute more than $1.35 billion toward job creation in already promising job sectors, what the mayor referred to as “good-paying jobs,” that pay or lead to being paid at least $50,000 a year. The mayor said at a news conference Thursday, “the job here is to lift the floor for everyone in this city, to make sure that a middle-class lifestyle really is available to everybody.”

Overcrowded NYC Ferry needs more boats to keep up with demand

As 6sqft covered last month, the city’s ferry service, which launched May 1, has been so popular that frustrated passengers often face delays, long lines and overcrowding when trying to board. While officials had anticipated demand on the weekends for the NYC Ferry to be high, they did not expect how much this demand would “outstrip supply,” as the New York Times reported. To meet demand, the city will charter two extra boats that will carry 400 people to serve the summer weekend crowds.

City announces $106M plan to keep neighborhoods cool this summer

After a few days of extreme heat, Mayor de Blasio launched a $106 million initiative on Wednesday to protect New Yorkers from the risks of dangerously high temperatures this summer. The Cool Neighborhoods program aims to lessen the effects of the “urban heat island effect,” a problem that occurs in New York City due to its abundance of heat-holding asphalt and concrete and lack of greenery. According to Gothamist, to reduce heat-related health risks and deaths, the city plans on planting more trees on streets and in parks, supporting forest restoration efforts and painting roofs of homes in vulnerable areas with reflective white paints.

New hotline lets tenants report illegal Airbnb listings

In an attempt to crack down on illegal short-term rentals, Mayor de Blasio’s budget for the fiscal year 2018 allocates $1.6 million to expand the city’s Office of Special Enforcement, the department that inspects and fines landlords who rent entire apartments for fewer than 30 days. Adding to these efforts, an anti-Airbnb coalition made up of public officials and housing organizations/unions created a hotline for New York City tenants to report any illegal rentals, as reported by the Daily News. Despite recent concerns, Transport Workers Union endorses BQX streetcar

When a leaked memo about the Brooklyn Queens Connector (BQX) surfaced a couple months ago, it painted a less-than-optimistic picture of the proposed $2.5 billion streetcar due to major construction challenges and doubts that Mayor de Blasio's plan to self-fund the project through taxes from higher real estate values would pan out. Despite these concerns, however, the Transport Workers Union Local 100 endorsed the 16-mile streetcar project today, according to a press release from Friends of the Brooklyn Queens Connector.

De Blasio denies funding half-priced MetroCards for low-income New Yorkers

Despite months of lobbying efforts by transit advocates and public officials, Mayor de Blasio declined to fund a $50 million program for half-price MetroCards for low-income riders. The mayor has previously said the city could not afford the pilot program, and also shifted the responsibility for funding the program to the state, since Governor Cuomo oversees the MTA. As the Gothamist reported, a study released by the Community Service Society of New York and the Riders Alliance, the NYPD arrested 5,137 New Yorkers for fare evasion between January and mid-March of this year, 90 percent of whom were black or Latino.

Waterfront Alliance’s ‘Harbor Scorecard’ says if your NYC neighborhood is at risk for severe flooding

This week marked the beginning of hurricane season and experts predict storms will be worse than usual, especially following President Trump’s decision to withdraw from the Paris climate accord on Thursday. To better inform New Yorkers about the risks of rising sea level and storm surges, the Waterfront Alliance, a nonprofit that works to protect waterfronts, released a Harbor Scorecard, as reported by the Brooklyn Eagle. The interactive scorecard lets users view each neighborhood by its waterfront safety and coastal resiliency. The group found that more than 400,000 New Yorkers face a 50 percent risk of a major flood by 2060.

Sale of Brooklyn Navy Yard air rights could fund the BQX streetcar

Although Mayor de Blasio’s proposed BQX project, which would connect the Brooklyn and Queens waterfronts via streetcar, received praise from many, finding money to fund it may be tougher than expected. Earlier this month, a leaked memo obtained by the Daily News laid out a tough assessment of the construction logistics and financial problems facing the project. And while the mayor admitted last week that his plan for the BQX to be self-funded through tax revenue from higher real estate values may not pan out, an article in Crain’s laid out an idea for the city to sell air rights in the Brooklyn Navy Yard neighborhood to raise money for the project.

Mayor said to back Rikers closure after panel recommends new smaller jails across the city

A blue-ribbon commission has recommended that Rikers Island be closed and replaced with several smaller facilities based on a study of the storied jail's future according to the Daily News. The panel, led by former New York State Chief Judge Jonathan Lippman, has been studying the the troubled 10-jail facility for more than a year. Mr. Lippman and the Speaker of the City Council, Melissa Mark-Viverito, will officially announce the findings on Sunday. A member of the commission said that recommendations include supervised release of some detainees, new smaller jails across the city and an overhaul of the bail system as part of a transition that would take 10 years to complete. According to a recent New York Times report, Mayor de Blasio has shifted his position on the issue and will be announcing his support for a closure plan, possibly at a news conference Friday.

In preparation for his State of the City address this evening at the Apollo, the Mayor announced two major affordable housing initiatives. The first will allocate $1.9 billion for 10,000 new apartments reserved for households earning less than $40,000, 5,000 of which will be set aside for seniors and 500 for veterans. Mayor De Blasio will renew his call for a "mansion tax" before this state Legislature in Albany today, reports Politico. In support of rent subsidies for 25,000 low-income senior citizens, the mayor has detailed a proposal that will raise the property transfer tax to 2.5 percent for any sale above $2 million. “We are asking for some basic tax fairness from the wealthiest New Yorkers so low-income seniors can afford their rent and continue to call the greatest city in the world their home,” the mayor said in a statement.

De Blasio asks feds for $35M to cover 73 days of Trump Tower security

White House North, Dump Tower--call it what you will, but Trump Tower has been causing a major headache for the city ever since the President Elect announced that he hopes to spend weekends in his penthouse at the Midtown tower and that wife Melania and son Barron will continue to reside there during his presidency. Initial estimates put the cost of protecting the building at $1 million a day, but after City Council Speaker Melissa Mark-Viverito and Council Member Dan Garodnick launched a petition last week demanding that the federal government cover these costs, Mayor de Blasio has officially asked for a total of "$35 million to cover the 73 days stretching from the election on Nov. 8 to Jan. 20, inauguration day," reports the Post, a lesser amount of roughly $480,000 a day.

City Council approves La Central development, bringing nearly 1,000 affordable units to the Bronx

On Wednesday the New York City Council voted to approve the La Central development project in the Melrose section of the Bronx, the Daily News reports. The project, which will be designed by FXFOWLE architects, is slated to bring 992 apartments to the borough, all of them designated as affordable housing under Mayor de Blasio’s mandatory inclusionary housing (MIH) legislation. It is the biggest project to be approved to date under the MIH rules, which require some income restricted apartments in projects that need the city's approval.

To Increase Affordable Housing, De Blasio Pushes Bill to Lift Development Caps

In a continued quest to push ahead with his goal of adding/preserving 200,000 units of affordable housing over the next decade, Mayor de Blasio is backing a bill that will end state-imposed FAR (floor-area-ratio) caps to promote the construction of affordable housing. By lifting the size limits for residential buildings, and thereby increasing the number of units, neighborhoods currently affected by the cap, such as the Financial District, Midtown, and Hudson Yards, "could see both market-rate and affordable-housing stock soar," reports the Post. However, opponents of the bill feel that there's an underlying motive, catering to developers who have recently been called out for making hefty contributions to de Blasio.

Governor Cuomo Finally Approves MTA’s $27B Capital Plan

Governor Cuomo and Mayor de Blasio, notorious for their icy relationship, have been squabbling for well over a year about the MTA's $27 billion, five-year capital plan. Last October, they reached an agreement where the state would contribute $8.3 billion and the city $2.5 billion, neither of which would come from increasing taxes. Seven months later, the Daily News reports that Albany has finally approved the plan, which covers track and station repairs, new train cars, new high-tech buses, a MetroCard replacement, the Long Island Rail Road's East Side Access project, and, of course, the beginning of the Second Avenue Subway's phase two into East Harlem.
