A plan to build hundreds of affordable homes on a vacant lot in Inwood is moving forward. The city's Department of Housing Preservation and Development (HPD) on Wednesday announced Slate Property Group, Xenolith Partners, and Comunilife Inc. will develop "La Ostra" at 4095 9th Avenue. Designed by Magnusson Architecture and Planning, PC (MAP), the Harlem River waterfront development will feature more than 600 affordable homes for low-income New Yorkers and seniors and a marine science and STEM education center operated by the Billion Oyster Project and BioBus.

A new pedestrian plaza and mural in Washington Heights opened this week, setting a city record for the most temporary public art installations on city land. On Thursday, Department of Transportation Commissioner Ydanis Rodriguez celebrated the opening of a new pedestrian plaza on Audubon Avenue between 165th and 166th Streets, adding 10,890 square feet of car-free space, and unveiled “De Lo Mio,” a vibrant asphalt mural honoring Dominican culture by artist Talisa Almonte. The artwork marks a record 151 temporary public art pieces installed across DOT property.

West Harlem becomes first neighborhood in North America to fully containerize trash

Residents of West Harlem can expect cleaner sidewalks and fewer rats as it officially becomes the first neighborhood in New York City (and North America) to containerize 100 percent of its trash. On Monday, Mayor Eric Adams and Department of Sanitation (DSNY) Commissioner Javier Lojan announced the first day of full service of the European-style on-street trash containers, dubbed Empire Bins, in Manhattan Community Board 9, which includes Morningside Heights, Manhattanville, and Hamilton Heights. As part of the pilot program, all residential buildings in the district are required to put trash in containers; buildings with 31 or more units will be required to use the Empire Bins.

As first reported by The City, the 40-block district aims to honor the neighborhood's Dominican heritage. However, some residents argue the state kept them out of the designation process, failing to recognize other ethnic groups with ties to important sites in the area. The designation was approved by a slim margin during a New York State Board for Historic Preservation meeting in September, where several community members showed up to oppose it.

Upper Manhattan will soon be home to the city’s first-ever institution dedicated to the vibrant arts and culture of the Dominican Republic. Gov. Kathy Hochul on Sunday announced $12.5 million in funding to help establish the Dominican Center for the Arts and Culture at 375 West 207th Street. The center will include a museum and exhibition space featuring Dominican artists, a theater space, a children's library, and an oral history and archives project preserving the cultural history of Inwood/Washington Heights, the most populous Dominican neighborhood in the country.

New York City is moving forward with an ambitious plan to advance two dozen affordable housing projects on public land this year. The city's Department of Housing Preservation and Development (HPD) on Monday began the public outreach process for the redevelopment of an unused city-owned parking lot in Inwood with roughly 570 affordable homes, public green space, and a STEM facility. The Inwood Waterfront project falls under Mayor Eric Adams' "24 in 24" plan, which pushes for 24 affordable housing developments on 24 publicly-owned sites to ultimately create or preserve more than 12,000 housing units.

Officials on Wednesday celebrated the groundbreaking of The People's Theatre: Centro Cultural Immigrante, a 19,000-square-foot performing arts and research center in Inwood dedicated to immigrants and the immigrant experience. Designed by woman-and-immigrant-owned architecture firm WORKac and theater and acoustics consultant Charcoalblue, the center will feature a flexible midsize theater, a smaller performance space, rehearsal studios, a soundproof practice room, gallery space, and educational programming. Centro Cultural Immigrante, located within a huge mixed-use development at 405-407 West 206th Street, is scheduled to open its doors in 2026.

A new pilot program will extend the hours of the High Bridge, which provides a pedestrian link between Manhattan and the Bronx, to 10 p.m. daily through the end of September.
