NYC Council approves JPMorgan’s 70-story Midtown East tower

The New York City Council on Wednesday approved the first supertall to be constructed under the Midtown East rezoning. JPMorgan Chase will build a new 70-story headquarters at the site of its current offices at 270 Park Avenue. The rezoning, adopted by the city in 2017, affects more than 70 blocks around Grand Central Terminal and encourages the construction of taller, more modern office towers in the neighborhood. Designed by Norman Foster's Foster + Partners, the 1,400-foot building is set to become one of the tallest structures in the city and the tallest office building by roof height.

LPC approves new bike lane for Prospect Park’s perimeter

Brooklyn is getting a new bike lane. The Landmarks Preservation Commission on Tuesday approved a plan from the city's Parks Department to build a protected bike lane on Ocean Avenue around the perimeter of Prospect Park. But two LPC commissioners opposed the design because it calls for removing 57 healthy trees to make way for the new path, the Brooklyn Eagle reported.

Sunset Park residents urge LPC to preserve neighborhood built by immigrants

Sunset Park residents on Tuesday urged the city's Landmarks Preservation Committee to protect the neighborhood's century-old buildings and designate four historic districts. During a packed public hearing, lifelong residents and new homeowners alike testified in favor of landmark designation for all four areas, citing the neighborhood's cohesive and intact architecture, as well as its connection to generations of diverse immigrant communities.

Proposal to rezone strip of Central Park North includes 33-story mixed-use building

A church has filed an application with New York City to rezone a strip of Central Park North in order to make way for a new mixed-use tower. La Hermosa Christian Church is seeking zoning changes to all or part of at least five lots along West 110th Street, as first reported by YIMBY. A 188-page environmental assessment statement prepared for the Department of City Planning this week details the development of a 33-story mixed-use tower with 160 units, of which roughly 48 would be affordable.

Preservationist groups call out lack of transparency in Union Square tech hub development

The city’s plans to create a tech hub at 124 East 14th Street near Union Square have been embroiled in a preservation battle since they were first announced. Community organizations like the Cooper Square Committee and Village Preservation have advocated for the past year that any rezoning should come with protections for the adjacent neighborhood, which is largely residential. As the Daily News reported, Village Preservation recently criticized the city for its lack of transparency in the development process, while claiming that it gave out a “sweetheart deal” based on political alliances and campaign donations.

First hearing for Tin Pan Alley’s possible landmark designation draws debate

The Landmarks Preservation Committee heard mixed testimonies yesterday during a public hearing over the designation of five buildings on West 28th Street between Fifth and Sixth Avenues known as Tin Pan Alley. The buildings in question—ranging from 47-55 West 28th Street—are notable for the significant concentration of sheet music publishers they housed during the late 19th and early 20th centuries. As music publishers continued to flock to the block, the nickname “Tin Pan Alley” was coined in 1903 to describe the sound of piano music that could be heard from every corner. Though most everyone in attendance agreed on the historical significance of these buildings, some pointed to the racist tunes that were also written there as a reason to block the landmark designation—with even the buildings’ owner, controversial developer Yair Levy, arguing against it.

Report says city needs 24,000 subsidized apartments to address record homelessness numbers

According to a new report titled "State of the Homeless 2019" by the Coalition for the Homeless, the number of New Yorkers sleeping in shelters each night is large enough to count as the state's ninth-largest city: Close to 64,000 people took refuge in shelters each night according to the report–a record high figure that fell only slightly in February. The report takes both Mayor Bill De Blasio and Gov. Andrew Cuomo to task on the issue, AM New York reports, and advises that the city build at least 24,000 subsidized affordable units and set aside 6,000 units for homeless households as quickly as possible to keep the numbers from growing.

NYC still has no plan for vacant New York Wheel site, six months after project was terminated

The city has not put forth a plan for the vacant Staten Island site of the New York Wheel, a project which was called off last year after nearly a decade of planning. According to the Staten Island Advance, the city's Economic Development Corporation, which oversees the property, has not released any request for proposals for the site. Construction of the project, sold as the world's tallest Ferris wheel, was halted two years ago when the contractor walked off site over unpaid bills. Last October, with $450 million already invested, the project was called off.

City can open a homeless shelter on Billionaires’ Row, judge rules

A judge on Monday approved the city's plan to open a homeless shelter near Manhattan's Billionaires' Row neighborhood. Manhattan Supreme Court Judge Alexander Tisch dismissed the lawsuit from the West 58th Street Coalition, a group of residents who claimed the shelter would have "an enormous impact on our densely populated, narrow, high-pedestrian-traffic street." The ruling comes more than a year after Mayor Bill de Blasio first announced plans to open a shelter for 140 single men at the converted Park Savoy hotel, located next to One57, a supertall with a penthouse that sold for $100 million in 2015.

Early reports of market-rate towers coming to NYCHA sites on the Lower East Side and Chelsea

During a meeting on Monday, NYCHA officials presented tenants of the LaGuardia Houses with a plan to bring more market-rate apartments to the Lower East Side complex. The revised proposal would see a 35- to 45-story tower rise, with up to 75 percent market-rate apartments, THE CITY reported. Felicia Cruickshank, president of LaGuardia’s Tenant Association, said that in addition to Extell’s One Manhattan Square and the three waterfront skyscrapers in Two Bridges, this tower is “just going to gentrify the whole community and change what the Lower East Side has always been.” Reports have also shown that officials are in the early planning stages of a similar mixed-income project at the Fulton Houses complex in Chelsea, leaving residents to fear displacement and being forgotten in the development process.

City releases Bushwick rezoning proposal

The city unveiled on Tuesday its proposal to rezone Bushwick, five years after local residents and officials called on the Department of City Planning to study the growing out-of-context development in the neighborhood. The Bushwick Neighborhood Plan calls for creating and preserving affordable homes, improving public park space, protecting historic buildings, and supporting small businesses. The plan covers 300 blocks, bordered by Broadway to the south, Cypress Avenue to the north, Flushing Avenue to the west, and Trinity and Broadway Junction to the east.

De Blasio’s Green New Deal would ban ‘inefficient’ all-glass and steel skyscrapers

New York City will prohibit the construction of new "inefficient"all-glass and steel skyscrapers, Mayor Bill de Blasio announced Monday. Dubbed by the mayor as the city's version of the Green New Deal, the $14 billion plan aims to reduce greenhouse gas emissions 30 percent by 2030 as a way to fight climate change. Under the bill, developers would have to meet strict energy codes before getting a building permit from the city. During a press conference Monday, de Blasio said glass skyscrapers that do not meet strict performance guidelines "have no place in our city or on our Earth anymore."

Netflix to open new production centers in Bushwick and Flatiron

Netflix plans to expand its New York City footprint with new production centers in Brooklyn and Manhattan. Gov. Andrew Cuomo announced on Thursday that the streaming-service company will take up 100,000 square feet at 888 Broadway in Flatiron and roughly 160,000 square feet at 333 Johnson Avenue in Bushwick. "Netflix is innovative, creative and bold - just like New Yorkers - and the expansion of this cutting-edge company in New York once again demonstrates the Empire State is open for business," Cuomo said.

Proposed law forces big NYC buildings to reduce greenhouse gas emissions 40 percent by 2030

New York City is ramping up its fight against climate change with a plan to reduce greenhouse gas emissions from high-rise buildings by 40 percent over the next decade. The City Council is expected to pass on Thursday an eight-bill legislative package that has been called its own version of the Green New Deal. The most ambitious bill of the lot requires NYC buildings 25,000 square feet or bigger to meet new standards to reduce greenhouse gas outputs by upgrading them with energy-efficient technology.

Mayor de Blasio begins first-ever lead paint testing program in 135,000 NYCHA apartments

Mayor Bill de Blasio kicked off a new lead-based paint testing program today, to be implemented in NYCHA apartments. 135,000 apartments will be tested with portable X-ray fluorescence (XRF) analyzers as part of the mayor's LeadFreeNYC plan to eliminate childhood lead exposure. The effort will determine whether lead paint is present and abate any hazards found in the tested units, which were built before the federal ban on lead paint in 1978.

City’s plans to allocate $500M to affordable senior housing not progressing as anticipated

Last June, the city committed $500 million toward a plan to construct 1,000 new apartments for low-income senior citizens, but now almost a year later those plans are moving forward much slower than expected, Politico reports. The plan had identified six potential sites—two at New York City Housing Authority properties Kingsborough Houses in Brooklyn and Morris Houses in the Bronx, and four on other city-owned lots—but so far the city has only requested developer proposals for one of those sites.

Extell’s Upper West Side tower going forward despite city’s amendment on mechanical voids

Rendering courtesy of Binyan Studios/ Snøhetta Following a revised design and review by the FDNY, developer Extell has been granted permission to proceed with plans for the Snøhetta-designed tower at 50 West 66th Street, Gothamist reports. This comes a few months after the Department of Buildings threatened to pull the building’s permits over concerns that the project was misusing mechanical voids in order to boost the overall height of units in the building. The DOB approved Extell's revised plans last Thursday, allowing the project to go forward despite a 12-to-1 City Planning Commission vote yesterday to crack down on the mechanical void loophole.

Mixed feedback from LPC on proposed open-air pavilion at Fulton Ferry Landing

The Landmarks Preservation Commission (LPC) on Tuesday gave mixed reviews for a proposed new concession pavilion outside of the landmarked fireboat station at the Fulton Ferry Landing. The proposal, chosen last December by the Brooklyn Bridge Park (BBP), includes constructing an outdoor restaurant and bar that would connect to an adjacent utility shed and sit in front of the two-story fireboat station, previously home to the Brooklyn Ice Cream Factory. While Alex and Miles Pincus, the operators of the proposed space, designed the outdoor concession to be simple and airy, some LPC commissioners expressed concern over the structure possibly blocking views of Manhattan and the need to keep the space as open as possible.

As rail freight expands, an old train line in Brooklyn and Queens could provide congestion relief

The New York & Atlantic Railway, a little-known freight line that runs through Brooklyn and Queens, is set to receive a significant investment as part of ongoing strategies to relieve congestion in the city, the New York Times reports. Currently, the city’s rail lines only transport two percent of New York’s cargo, while trucks carry about 90 percent. One rail car can carry the equivalent of four trucks, so they could represent a previously "unsung" key to diverting truck traffic, a major contributor to the city’s ongoing battle with gridlock.

Study for Utica Avenue subway extension launches four years after city secured $5M for it

A study examining the feasibility of extending Brooklyn's Utica Avenue subway line has finally launched, NY1 reported. As part of the Utica Avenue Transit Improvement Study, the Metropolitan Transportation Authority and the city will look into extending the 3 and 4 train south of Eastern Parkway in Crown Heights to neighborhoods like East Flatbush and Marine Park. Funding for the study has been in place since 2015 when Mayor Bill de Blasio designated $5 million for it as part of his One NYC plan.

Gov. Murphy fears New Jersey will get the short straw in congestion pricing details

As details like discounts and transit perks are discussed in the wake of New York’s newly approved plan to levy a congestion fee on vehicles entering Manhattan’s business district south of 61st Street, New Jersey Gov. Phil Murphy has voiced objections to the plan, saying it it could be unfair to New Jersey residents, the Wall Street Journal reports. According to the New York Post, commuter rail discounts are on the way for New York City residents coming from areas–such as some in northeast Queens–not served by subways, where the MTA agreed to knock 20 percent–$45–off monthly passes for LIRR commuters entering and leaving Penn Station. The MTA will also invest $3 million for express bus service from Queens to Midtown.

Hoboken to become first city in NJ to launch electric scooter rental program

Hoboken is set to launch an electric scooter sharing program, the first in the state of New Jersey and one of the first in the tri-state area. The city's transportation department on Wednesday night passed an ordinance that allows for a six-month pilot program with companies Lime and P3GM to roll out next month. According to the law, the scooters can travel up to 20 miles per hour in bike lanes, but will not be allowed on sidewalks.

Average NYC Parks bathroom costs taxpayers roughly $3.6M to complete, report says

Bathrooms in the city's parks are flush with cash. The average comfort station built by the New York City Parks Department costs taxpayers just under $3.6 million, according to a report by Yoav Gonen of THE CITY. The Parks Department spent $1.3 million on average for bathrooms in 2011. Last year, the city finished its most expensive park bathroom to date, a $4.7 million station at the Bronx's Ferry Point Park West.

RPA report for BQE redesign includes ideas for sparing Brooklyn Heights Promenade

A report released today by civic think tank Regional Plan Organization highlights options for the impending Brooklyn-Queens Expressway reconstruction that would appear to upend conventional highway reconstruction policy. The new report suggests that the DOT could actually reduce the number of lanes needed when redesigning the expressway's 1.5-mile “Triple Cantilever” under the historic Brooklyn Heights Promenade, in addition to looking at congestion pricing, HOV restrictions and two-way tolling for the Verrazano Bridge. The demand management policies outlined contain both immediate benefits–like eliminating the need to block access to the historic Brooklyn Heights Promenade–and long-term rewards like reducing pollution.
