Amtrak’s Hudson River tunnels project could bring 3 years of traffic jams

Back in January, Amtrak unveiled its $24B Gateway Program, a plan that would overhaul the Hudson River rail tunnels by building a brand new tunnel and repairing another that is currently in disrepair. Work under the plan would also encompass expanding Pennsylvania Station in Manhattan and replacing rail bridges in New Jersey. While details on the course of construction were previously thin, according to draft proposals obtained by Reuters, we now know that work on the new tunnel will begin in 2019, and the West Side Highway could be subject to three years of traffic jams as a result.

‘Judgmental Maps’ unleash culture on the geography of modern cities

Residents of today's cities and neighborhoods are acutely aware of the cultural histories and social nuances that shape them almost as much as their streets and bridges, architecture and businesses. A few years ago Trent Gillaspie's "judgmental maps," from his site by the same name, hit a nerve and went viral; the totally unserious (but not necessarily inaccurate) maps pair geography with a snapshot of real life in modern cities, towns and neighborhoods. Gillaspie's "Judgmental New York City" was spot on in many ways with its Manhattan of "amply rich people," "super rich people," "aging punks" and the "worst train station ever" and a Brooklyn that went from Jay-Z to Zombies. Now, Gillaspie is releasing a book (h/t Untapped) of his signature reality-check maps, including an updated New York City map and the city's neighborhoods, decoded.

MTA Likely to Implement Fare Hike to $3 by 2017

Start saving your quarters; the MTA all but definitively announced at its board meeting yesterday that it will raise subway and bus fares by 2017 in an effort to raise more than $300 million annually. This is part of their four-year financial plan that includes fare and toll hikes every two years to Jamison Dague of the nonprofit Citizens Budget Commission told the Daily News that if past increases are any indication, the MTA will likely raise fares from $2.75 to $3, a four percent increase that would bring in roughly $308 million through 2020. And if another increase was implemented in 2019, the cash-strapped agency would pull in an additional $594 million over two years.

Beyond Bars: Designers Reimagine Rikers Island As a Destination

The 413-acre plot of city-owned land, most of it landfill, that makes up Rikers Island is known more for its impenetrable prison than its waterfront property and breathtaking city views. Recently City Council Speaker Melissa Mark-Viverito called for the closing of the jail complex, reports Crains, calling it an "ineffective, inefficient,” symbol of outdated policies and approach to criminal justice. An independent commission headed by Jonathan Lippman, the state's former top judge, is creating a blueprint for accomplishing the prison’s closing. There is significant opposition to the idea, though others, from Gov. Andrew Cuomo to the New York Times editorial board are behind it.

Amtrak Estimates Penn Station and Hudson River Tunnel Projects Will Cost $24B

When Governor Cuomo announced his $3 billion revamp of Penn Station earlier this month, skeptics were quick to point out that all the glassy new structures and reconfiguration of waiting rooms won't do anything to help the fact that the Hudson River rail tunnels are crumbling. Clearly on the same page, Amtrak announced yesterday a detailed overview of the entire infrastructure project, and it comes in at a whopping $23.9 billion. According to the Times, "the largest share of about $7.7 billion [will go towards] building the new Hudson tunnel and repairing the existing tunnel. The project includes a host of other elements, including expanding Pennsylvania Station in Manhattan at an estimated cost of $5.9 billion, and replacing rail bridges in New Jersey."

State and City Finally Agree on Funding Plan for the Debt-Ridden MTA

After months of squabbling over who's responsible for funding repairs and expansions of NYC's transit system, Governor Cuomo and Mayor de Blasio reached an agreement on Saturday to keep the MTA's $26.1 billion, five-year capital plan on track. The state will put in $8.3 billion and the city $2.5 billion (much more than de Blasio's original $657 million planned contribution). However, Cuomo was clear that their commitment won't come from increasing taxes and that he's confident the money can be found in the existing state budget. The city, too, said it would not raise taxes, but rather take $1.9 billion from city funds and the rest from sources that could include development rights or rezoning. The agreement still leaves the MTA $700 million short of its total, but the agency hopes to close the gap by finding "further efficiencies."

Debt-Ridden MTA May Hike Subway Fares to $3.15

It might be time to trade in your metro card for a bike. Straphangers could soon see yet another fare hike if the MTA is unable to bridge its $15 billion budget gap. The NYDN reports that top transit officials are warning that the increase could ring in at as much as 15 percent, upping subway fares to $3.15 from $2.75. The agency tacked on 25 cents just last month to a single ride, much to the dismay of millions of commuters.
