Long-stalled plans to build an affordable senior housing development at the Elizabeth Street Garden in Little Italy hit another roadblock this week. State Supreme Court Judge Debra James on Tuesday vacated and annulled the environmental impact statement for Haven Green, a 123-unit mixed-use rental for older New Yorkers approved by the City Council in 2019. While developers determined the building would not have a negative impact on the neighborhood’s environment, the judge disagreed, ruling that “reduction in open space ratios is sufficient to indicate the presence of a significant adverse impact.”

Located at 740 Brook Avenue in Woodstock, the nine-story mixed-use building offers tenants brand-new residences and a variety of amenities. New Yorkers earning 30, 40, 50, 60, 70, 80, and 100 percent of the area median income, or between $16,183 for a single person and $165,500 for a household of seven, can apply for the apartments which range from $397/month studios to $2,545/month three bedrooms.

A new supportive housing complex for low-income families and formerly homeless seniors officially opened on the Upper West Side this week. Located at 145 West 108th Street, the West Side Federation for Senior and Supportive Housing’s WSFSSH at West 108 provides 199 new homes for those in need and gives a new home to the Valley Lodge Shelter, a 110-bed development for homeless older adults. The 193,000-square-foot complex includes on-site supportive services and a wide variety of amenities for residents.

A housing lottery opened this week for 41 mixed-income units at a new development in Clinton Hill. Located at 540 Waverly Avenue, the nine-story rental offers tenants brand-new luxury units and a wide variety of amenities. New Yorkers earning 80 and 130 percent of the area median income, or between $41,315 for a single person and $187,330 for a household of five, can apply for the apartments which range from $1,119/month studios to $3,344/month two bedrooms.

A 100 percent affordable housing building opened this week in the Bronx’s West Farms, an area with some of the lowest median household incomes in the country. Dubbed the Tremont Residences, the 11-story tower at 1973 Daly Avenue has 119 units, with about 60 percent of the apartments set aside for formerly homeless New Yorkers. The $50.6 million development includes on-site support for those who need support to live independently, according to officials.

A housing lottery opened this week for 153 apartments at a newly constructed senior housing development in the Bronx. Located at 1701 Purdy Street, Parkchester Gardens is an eight-story rental with 221 units, 67 of which are set aside for formerly displaced seniors. Applicants must have at least one household member who is 62 years of age or older and earn no more than $60,050 annually.

A two-tower development in the heart of Harlem launched a housing lottery this week for 51 middle-income units. Known as Marcus Garvey Village, the development on West 124th Street consists of a pair of 18-story buildings with 330 total apartments. New Yorkers earning 130 percent of the area median income, or between $94,972 for a single household to $187,380 for a household of five, can apply for the apartments at the first building at 224 West 124th Street, priced from $2,150/month for studios.

New York City wants affordable housing developers to increase the number of homeless households accepted at their buildings as the shelter system capacity hits a record high amid an influx of asylum seekers in the city. As Crain’s reported, Mayor Eric Adams’ administration asked a group of developers to voluntarily remove units from the city’s housing lottery and “offer them up for homeless placements,” as a way to free up space at shelters for migrants. The city says roughly 17,000 asylum seekers have arrived since the spring, with the shelter population reaching more than 61,000 people as of last week.

Located at 416 Metropolitan Avenue, the eight-story building opened an affordable housing lottery this week for 37 mixed-income apartments. Qualifying New Yorkers earning 80 and 130 percent of the area median income can apply for the apartments, ranging from $1,576/month for studios to $3,733/month for two-bedroom units.

On the Lower East Side, a new senior housing development opened a lottery this week for 86 affordable apartments. Located at 60 Norfolk Street, the building is part of the Gotham Organization’s Broome Street Development, a project that will bring mixed-income and senior housing, new cultural and religious space, and retail to the neighborhood. New Yorkers earning 40, 50, 60, and 70 percent of the area median income, or between $25,372 for a single person and $84,070 for a household of three, can apply for the apartments, which range from $654/month studios to $1,416/month one bedrooms. To qualify, applicants must be or have at least one household member who is 62 years of age or older.
