Mamdani orders city to close or renovate migrant shelters

The city has 45 days to create a plan to close or renovate its emergency migrant shelters under a new executive order signed by Mayor Zohran Mamdani on Tuesday. The Departments of Social Services and Homeless Services (DHS), working with the Law Department, have until February 19 to create a plan to bring all emergency shelters into compliance with city law, including maximum capacity limits and requirements for cooking facilities in shelters housing families and children. Former Mayor Eric Adams suspended those rules through a series of emergency executive orders beginning in October 2022, as the city grappled with the arrival of tens of thousands of asylum seekers.

Trump takes back $80M in funding intended for NYC migrant shelters

President Donald Trump took back $80 million in federal funding from New York City that was intended to cover some of the costs related to housing migrants. On Tuesday, City Comptroller Brad Lander's office noticed that $80 million in Federal Emergency Management Agency (FEMA) funding, awarded by the Biden administration and received last week, had gone missing from city bank accounts. Lander, who called the action "highway robbery," claims the revocation may be illegal, depending on the terms of the city's grant with FEMA.

More NYC migrant shelters to close this year, including controversial Clinton Hill facility

Mayor Eric Adams last week announced the closure of more than a dozen emergency migrant shelters by June, including a facility in Brooklyn that housed roughly 3,500 people and led to protests by residents. The closures come as the number of asylum seekers in the city's care has decreased for 27 straight weeks and is currently at its lowest point in 18 months.

NYC to close 25 migrant shelters, including Floyd Bennett Field

The massive migrant shelter at Brooklyn's Floyd Bennett Field will close in January as the number of migrants entering New York City reaches its lowest point in 17 months. Mayor Eric Adams on Tuesday announced that the 2,000-bed Marine Park shelter, along with 24 other facilities, will shutter over the next two months as the number of asylum seekers in city shelters has declined for 22 straight weeks. The city wants to close the shelter, located on federal land, to prevent President-elect Donald Trump from revoking the facility’s lease in January or launching immigration raids once he takes office, the New York Times reported.

NYC to close Randall’s Island migrant shelter in February

The migrant shelter on Randall's Island that once housed 3,000 adults will close early next year as the number of asylum seekers arriving in New York City declines. Mayor Eric Adams on Wednesday announced the humanitarian relief center will shut down at the end of February, following a 14-week decline in the number of migrants living in city shelters, which is now at its lowest point in over a year. In the coming months, the city will gradually reduce the center’s population and begin restoring the island’s athletic fields and parkland.

Feds approve asylum seeker shelter at Brooklyn’s Floyd Bennett Field

Brooklyn's Floyd Bennett Field will be home to New York City's latest migrant shelter. Gov. Kathy Hochul on Monday announced a deal was reached for the federal government to provide New York State with a proposed lease of the former naval air station in Marine Park. The governor said the new Humanitarian Emergency Relief and Response Center (HERRC) will be able to house up to 2,000 single adult asylum seekers. While the governor initially requested that the federal government pick up the bill for constructing and staffing the shelter, the state agreed to cover the expenses, according to Gothamist.

It's round two for a shelter on Randall's Island. Mayor Eric Adams this week announced plans to construct a new humanitarian relief center for 2,000 single adult men seeking asylum. The city opened a shelter for migrants on Randall's Island in November but shut it down a month later after it sat mostly empty. As the crisis continues for the city, which has received nearly 100,000 people since last spring, Adams said a shelter of this scale is necessary.

NYC’s shelter system reaches a record 100,000 occupants

New York City's shelter system has surpassed 100,000 occupants for the first time, more than half of whom are asylum seekers, city officials announced this week. NYC is currently spending roughly $8 million a day on its shelter system, which has expanded to include 166 new emergency facilities to accommodate the surge in asylum seekers that began in the spring of 2022. The city is expected to spend more than $4 billion on its shelter system by 2024, according to the New York Times.

Adams vetoes NYC Council bills expanding rental assistance

Mayor Eric Adams has vetoed four City Council bills that would expand access to New York City's housing voucher program. Adams on Friday vetoed bills Intro. 229, Intro. 878, Intro. 893, and Intro. 894, claiming the legislation package, which was passed by the council last month, would cost the city an exorbitant amount of money and "make it harder" for homeless New Yorkers to find housing. The Council passed the legislation package late last month with a vote of 41 to 7, enough support to override the veto.

NYC Council passes legislation expanding rental assistance

The New York City Council on Thursday passed a set of bills that will help house more New Yorkers and free up shelter space for asylum seekers. The legislation ends a rule requiring unhoused people spend at least 90 days in shelter before qualifying for a rental assistance voucher, known as CityFHEPS, and expands the number of people eligible for the vouchers. Mayor Eric Adams, who may attempt to veto the bill, said the legislation will cost the city billions over the next five years.

Citing the arrival of thousands of migrants in the city, Mayor Eric Adams wants to suspend a decades-old rule guaranteeing shelter to anyone. Adams on Tuesday filed an application with a judge asking to alter the city's right to shelter rule, which guarantees any homeless person looking for shelter access to temporary housing. The mayor is looking to rewrite the rule, which has been in place for 40 years, to allow the city to suspend the right for homeless adults when it "lacks the resources and capacity to establish and maintain sufficient shelter sites," according to Gothamist.

NYC to open relief center for migrants at cruise terminal in Red Hook

About a week after declaring there is no more room for migrants in New York City, Mayor Eric Adams announced the opening of a fifth emergency response and relief center to accommodate the growing number of asylum seekers. The new center will open at the Brooklyn Cruise Terminal in Red Hook in the coming weeks and serve roughly 1,000 single adult men, providing them shelter and medical, food, laundry, and reconnective services. The men will be relocated to the terminal from the Watson Hotel, which will be used to house families with children instead. An opening date for the center has not been announced yet.

NYC signs $275M deal to provide hotel rooms for migrants

Mayor Eric Adams has agreed to a $275 million contract with the Hotel Association of New York City to provide housing for at least 5,000 migrants–$55,000 per asylum-seeker–the New York Post reports. The emergency agreement between the city's Department of Homeless Services and the Hotel Association, which put in a formal bid to provide shelter amid the current migrant crisis, will include up to 55 smaller hotels, according to the association's president, Vijay Dandapani.
