Resorts World opens as first casino to offer live table games in NYC

New York City's first full casino has arrived. After many years and a competition for downstate gaming licenses, Resorts World New York City opened in Queens on Tuesday as the first casino in the five boroughs to offer live table games. Located next to the Aqueduct Racetrack in Jamaica, the existing gambling facility, which opened in 2011, has expanded into a full-scale casino, transforming its third floor with more than 240 table games and thousands of slot machines, with more to come later this year. The casino also led a hiring and training effort that created 1,250 new jobs, including 950 table-game dealers, ahead of its launch following final testing by the New York State Gaming Commission.

Bally’s buys Bronx casino site from NYC for $157M

Bally's Corporation has officially purchased the Bronx parkland where it will build one of three new casinos downstate after the company secured a gaming license in December. As first reported by the Commercial Observer, the company last week purchased the 16-acre parcel at 450 Hutchinson Parkway in Throggs Neck—formerly leased to Donald Trump—from the city for $156.6 million. The proposal survived a City Council vote that initially denied a crucial rezoning, a decision later overridden by a veto from former Mayor Eric Adams, keeping the project alive.

New York City is officially getting three casinos. The State Gaming Commission on Monday awarded licenses for Metropolitan Park across from Citi Field, Resorts World NYC at the Aqueduct Racetrack, and Bally's Bronx casino in Ferry Point Park. The decision marks the culmination of a years-long competition for the downstate licenses.

After advancing as one of only four casino proposals to move forward, MGM Empire City in Yonkers has abruptly withdrawn its bid. On Tuesday, MGM Resorts announced it would pull its proposal, citing a “newly defined competitive landscape” that “challenges the returns” the company had anticipated from the project, as well as recent changes that would limit the casino license to 15 years instead of 30. The Yonkers proposal had been considered a leading contender for a license and was among the first to receive unanimous approval from its community advisory committee late last month.

Some good news for New York Mets owner Steve Cohen. The billionaire's vision of a casino complex next to Citi Field is one step closer to becoming reality. On Tuesday, the Community Advisory Committee (CAC) overseeing the bid unanimously approved "Metropolitan Park," advancing the proposal to the final stage: securing one of the state’s coveted downstate gaming licenses. Cohen's bid joins three other CAC-approved proposals: Bally's Bronx casino, MGM Empire City in Yonkers, and Resorts World NYC in Jamaica, Queens.

After several high-profile New York City casino proposals were rejected this month, two bids, in Queens and Yonkers, have advanced in the approval process. On Thursday, Resorts World NYC in Jamaica and MGM Empire City in Yonkers won unanimous approval from community advisory committees, sending the proposals to the state board. Both bids aim to convert existing gaming facilities into full-scale casinos, unlike other remaining plans, such as those in the Bronx and Flushing Meadows-Corona Park, which include entirely new developments.

Casino next to the United Nations will not move forward

Freedom Plaza, the Soloviev Group's plan to bring a mixed-use development with a gaming facility on a vacant lot next to the United Nations, was rejected by the community advisory committee (CAC) on Monday. There will be no casino in Hell's Kitchen or Times Square. Bids by Silverstein Properties to build the $7 billion "Avenir" on Manhattan's far West Side and a Caesars Palace casino on Broadway by SL Green were rejected by community advisory committees on Wednesday, killing both proposals. Six remaining proposals vying for one of three downstate casino licenses to be awarded this year will be voted on by the committees this month.

Bally's plan to build a casino on a former Trump-owned golf course in the Bronx appears all but dead after the City Council rejected a key rezoning needed for the project. On Monday, the Council voted 29–9, with four abstentions, in favor of a motion by Council Member Kristy Marmorato to deny the land-use changes required to construct the gaming facility at Ferry Point Park, according to Crain's. The proposal is one of eight projects seeking a downstate gaming license.

Silverstein Properties said it would develop more than 2,000 apartments through office-to-residential conversions on Manhattan's west side if its casino bid is awarded a license. The developer on Thursday announced a partnership with MetroLoft to develop the apartments, which would include 500 permanently affordable units, a day before casino proposals are due. The addition of housing sweetens Silverstein's $7 billion bid, The Avenir, which calls for a 1,000-room luxury hotel, restaurants, a food hall, and a gaming facility near the Javits Center. The previous plans had proposed 100 affordable apartments located off-site.

A plan to bring a casino to a Bronx golf course once owned by Donald Trump took a step forward this week. The City Council on Wednesday voted 32-12 to pass a home rule resolution that allows state lawmakers to advance legislation supporting Bally’s Corporation’s proposed casino at the city-owned Ferry Point Park golf course, according to the Bronx Times. The approval authorizes the state to "alienate" the roughly 16-acre public parkland, a requirement whenever city-owned park space is repurposed for private use.

Silverstein Properties this week unveiled a new design for its casino project proposed for an empty lot across from the Javits Center. The Avenir would rise 785 feet at 41st Street and 11th Avenue and include a 1,000-room luxury hotel, restaurants, a food hall, and a gaming facility, if the developer secures one of the three downstate casino licenses expected to be awarded this year. Designed by CetraRuddy Architecture and Steelman Partners, the project includes a podium with a facade of "gentle harmonious waves" topped by a sculpted 45-story tower. The design revises the original proposal, which called for two 46-story towers, following community feedback.

Related Companies is dropping the casino from its project proposed for the undeveloped section of Hudson Yards, the developer announced Monday. In partnership with Wynn Resorts, Related previously pitched a $12 billion mixed-use development anchored by a casino, dubbed "Hudson Yards West," as part of its bid for one of the state's three downstate gaming licenses. Due to opposition from the community and local elected officials, Related and Wynn announced they would no longer pursue a gaming license. However, the developer plans to move forward with a plan to build 4,000 apartments, nearly 50 percent of which will be affordable under a tentative agreement with the Adams administration.

Related Companies is more than doubling the number of housing units in its $12 billion Hudson Yards casino proposal ahead of an important City Council vote. After feedback from the community, the developer announced plans to replace a 1,400-foot-tall office tower with two residential buildings, which would increase the projected housing from 1,500 units to 4,000 total units on the site. As reported by Crain's, the change seeks to address critics of Related's efforts to modify the terms of a 2009 rezoning, which originally called for over 5,000 new homes on the site.

A $12 billion proposal to bring a casino complex to Hudson Yards just cleared a key step in the approval process. On Wednesday, the City Planning Commission (CPC) voted 9-2 to advance Related Companies and Wynn Resorts' "Hudson Yards West" plan, which calls for a resort and casino, a 5.6-acre public park, a public school, office space, and hundreds of new affordable homes atop the site’s undeveloped western rail yards. The proposal seeks to amend a 2009 plan that envisioned a primarily residential neighborhood with more than 5,000 new homes—a figure that has since been reduced to just over 1,500.

New York Mets owner Steve Cohen's $8 billion casino proposal near Citi Field cleared a major hurdle this week. On Tuesday, the City Council voted 41-2 in favor of zoning changes for the Metropolitan Park development, a sports and entertainment complex planned for 50 acres of parking lots around the Mets stadium. A sign bearing Donald Trump's name has been removed from the Bronx golf course previously operated by the former president. New manager Bally's Corporation rebranded the course, previously called the Trump Golf Links at Ferry Point, Bally's Links, and celebrated with a new sign reveal and ribbon cutting on Thursday. NYC proposes zoning change to make it easier to develop casinos

New York City is proposing an update to its zoning rules to make it easier for developers to build casinos across the five boroughs. The City Planning Commission (CPC) on Monday started a seven-month public review process for a zoning text amendment that would permit the construction of casinos as of right in specified commercial and manufacturing districts without going through the city's uniform land use review procedure (ULURP). Instead, casino proposals would only need approval from the state and the NY Community Advisory Committee to move forward. The proposal, officially filed on Friday, comes as several developers publicly bid for one of three downstate licenses.
